Requirements Over Time for Labeling Dietary Supplements

Understanding how dietary supplement labeling regulations have evolved helps brands stay ahead of compliance requirements. Here are the key milestones every supplement manufacturer should know.

1

1994 - DSHEA Signed Into Law

The Dietary Supplement Health and Education Act established a distinct regulatory framework for dietary supplements, separating them from conventional food and drug regulations.

2

1997 - Supplement Facts Panel Finalized

The FDA finalized rules requiring a dedicated Supplement Facts panel for dietary supplements — distinct from the Nutrition Facts panel used on conventional foods.

3

1999 - Regulatory Compliance Deadline

All dietary supplement manufacturers were required to use the new Supplement Facts format on product labels.

4

2007 - Current Good Manufacturing Practices (cGMP)

The FDA established cGMP regulations under 21 CFR Part 111, setting quality standards for how supplements are manufactured, packaged, and stored.

5

2016 - Updated Daily Values Announced

The FDA published updated Reference Daily Intake values for vitamins and minerals, reflecting the latest nutritional science.

6

2020 - New Daily Values Enforced

Updated Daily Value percentages became mandatory on all supplement labels. Products using the old values were considered non-compliant.

7

2023 - Sesame Added as Major Allergen

The FASTER Act took effect, requiring sesame to be declared as the ninth major allergen on food and supplement labels.

Frequently asked questions

01
What is required on the supplement facts label?

A compliant Supplement Facts panel should show:

  • The serving size and, when required, servings per container.
  • Each dietary ingredient and its amount per serving.
  • The percentage Daily Value for dietary ingredients with an established Daily Value.
  • An appropriate symbol and footnote for dietary ingredients without an established Daily Value.
  • The total weight and ingredient ordering for any proprietary blends.

The wider packaging may also need a statement of identity, net quantity, Other Ingredients list, allergen declarations, and the name and address of the responsible business. Because requirements vary by formula and container, complete a final label review before you print or sell the product.

02
When do food products need Nutrition Facts instead of Supplement Facts?

Nutrition Facts are generally used for conventional foods and drinks, while Supplement Facts are used for products classified and marketed as dietary supplements. Classification depends on the product’s intended use and presentation—not simply its ingredients. For example, a powder, tea or bar could be sold as either a conventional food or a dietary supplement.

Nutrition labels for food products commonly declare serving size, servings per container, calories, total fat, saturated fat, trans fat, cholesterol, carbohydrates, sugars, protein, vitamins and minerals. Food businesses should confirm the correct label type before creating their nutrition packaging.

03
Can a Supplement Facts generator calculate Daily Values and apply FDA rounding rules?

A Supplement Facts generator can help you organize serving information, nutrient quantities, Daily Values and the layout of the facts panel. However, the resulting label is only as accurate as the formula, units and serving data entered into the tool.

Before using the panel for packaging, verify the daily value calculations, servings, ingredient amounts and applicable rounding rules. Dietary ingredients without an established Daily Value must be presented differently from vitamins and minerals that have one. These checks are important when creating FDA-compliant labels for commercial use.

See our explanation of FDA rounding rules for supplement labels.

04
How should dietary ingredients, Other Ingredients, proprietary blends and allergens appear?

Dietary ingredients belong in the Supplement Facts panel with their amounts per serving and Daily Values where established. Ingredients such as fillers, binders, flavors and other excipients normally appear in the Other Ingredients list unless they are appropriately identified as sources within the facts panel.

For proprietary blends, the panel generally declares the blend’s total weight and lists its dietary ingredients in descending order by weight. Allergen declarations must also identify any applicable major food allergens. Labeling tools with proprietary blend support can save time, but ingredient ordering and allergen information should still be checked carefully.

05
What should food manufacturers check before they print supplement labels?

Before you print labels or apply them to bottles and other packaging, review:

  • Product classification and the selected label type.
  • Serving size, servings per container and total weight.
  • Dietary ingredients, Other Ingredients and ingredient ordering.
  • Daily Values, units and FDA rounding rules.
  • Allergen declarations and dietary claims.
  • Required business details, type sizes and panel formatting.
  • Whether the final design fits the physical packaging.

The free label generator can create a useful starting point, but ensuring compliance requires a review of the complete package—not only the facts panel. For additional support, request an expert review of the supplement label.
